Trevor Rosenthal, while a former graduated rookie, cannot be dropped for free as it is not during the one week grace period to go so.
"* Arbitration players(highlighted green) do not have a Penalty for all years if dropped - they follow Current year / Next year (if after deadline). You can ONLY drop a player highlighted in green for FREE if you drop that player after the season ends and it is during the one week period that we graduate players from MiLB rosters or drop them. If you drop one of the ARB eligible players outside of that week "grace" period, you will take a hit for every year."
Please make another drop for Bedrosian

490 players are before arb rules and are not under any penalty

Trevor Rosenthal and other graduated player like Travis d'Arnaud(for whose drop I took a cap hit) from before Arbitration rules were not grandfathered into the new arb system. These players had no provisions for free drops, and are like any other non-Arbitration player. So to drop Rosenthal is a $245,000 hit in 2018 and $122,500 hit in 2019; or another player may dropped.
