"SP v. RP?: Whether a minor league pitcher will be considered a starter or reliever is determined by whichever role they accrued 50% of their total minors IP."
Yarbrough was used almost exclusively as a SP in the minors (83 of 87 GP were as a SP). Yarbrough has pitched >50% of his innings as a SP in the minors, therefore his threshold is 100.0 IP.
