2017 Trade Deadline is August 7th (Monday) @ 23:59pm CST - trades will have to be both agreed to in ESPN and posted on Proboards by Deadline.
This is also the deadline to cut a player and only have a Sal Cap hit for this year. If you cut a player after Trade Deadline, you have a sal cap hit for 2017 and 2018.

Minor League Draft Rules -
1. You will have 24 hours to make your selection via posting to MiLB Draft Forum Page.
2. If you miss your pick, you can announce your selection at any time during the round.
3. Draft Order is determined by Winner of Consolation Bracket to Loser of Consolation Bracket….Followed by inverse order of Winners Bracket
4. The "Winner" side of the playoff bracket (Teams #1-6) will determine draft order by
A) Winner of 5th/6th place game drafts 9th
B) Winner of 3rd/4th place game drafts 11th
C) League Winner drafts 14th, 2nd place drafts 13th
5. You must maintain a minimum of 4 picks from the day after the MiLB Draft until the final day of the season. During the rest of the year, you may drop below 4 draft picks.
MLB Contracts
Each team will have available to them 25 total contracts broken down as follows:
MLB Player Contracts must be 1-5 years
3-5 Year Contracts: 15 Players Max
1-2 Year Contracts: No Max
*Teams are allowed to exceed (15) Players on 3-5 year contracts for 1 week, after MiLB Promotions, to give teams time to make trades/cuts as a result of coming out of the Trade Lockdown and Promotion of MiLB prospects to your MLB Team. 1 Week period starts after spreadsheet is updated following MiLB Promotions.
MiLB Contracts:
MiLB are not converted to MLB contract until the first offseason after they reach the 300AB/100IP threshold .
MiLB converted to MLB Contracts will be paid at this Arbitration Rate:
Year 1 - League Min, Year 2 - League Min, Year 3 - League Min, Year 4 - $2M, Year 5 - $4M
Note: MiLB RP become MLB Players at 50IP vs. 100IP due to the low number of IP.
When drafting International Free Agents, their contract will be what the player is signed for in real life the year they lose MiLB status. (Example) In 2014 Jose Abreu lost MiLB status and he was making $7,000,000. Therefore, his salary is $7,000,000 through all 5 arbitration years. If the player's real contract is less than our MiLB progressive contract, the player will fall under our Arbitration Rate for all applicable years.
Dropping a Player:
The penalty for dropping a player is 50% of their salary, unless a player is dropped after the trade deadline which will apply to current and next season.
Drop a player:
To drop a player, create a new thread in the “Player Drops” board with the player’s name in the thread title.
Sal Cap Penalties:

25% the next year - if before trade deadline
50% in next year - if after trade deadline
25% in all other years
* Arbitration players(highlighted green) do not have a Penalty for all years if dropped - they follow Current year / Next year (if after deadline). You can ONLY drop a player highlighted in green for FREE if you drop that player after the season ends and it is during the one week period that we graduate players from MiLB rosters or drop them. If you drop one of the ARB eligible players outside of that week "grace" period, you will take a hit for every year.

The starting bid amount is $521k. Bidding Increments are a minimum of $50,000 with no Maximum. Bidding is closed after 24 hours
RESTRICTED FREE AGENTS:
Each owner will be able to choose up to 0-3 players from his list of Free Agents that go into the RFA pool. RFA Players have their initial bid placed at the MLB Qualifying offer level ($15.8M to start 2017 season) and bid will be placed in the name of the RFA Team. If the RFA team loses that player in the FA Bidding, the original owning team will take the 1st round MiLB pick of the Bid winning team in the upcoming MiLB Draft. If a team does not own a 1st round pick, they cannot bid on RFA.
A team can bid on the number of RFA players that equals the number of 1st round picks they have. If Dodgers own (3) 1.x picks, Dodgers can bid/win 3 RFA players.
The order of 1st round picks given up for RFA is -> Your original 1st round pick (if you still own it), after your original 1st rounder, it goes in order of Best to Worst 1.x that MGR owns.
Trades:
All trades need to be posted on the Trades board in a separate thread with the title of the thread being the names of the teams involved.
Trade Veto:
Within 24 hours of a trade being Agreed To on Proboards - A trade must have 2 Managers contest the trade privately to an LM.
Once 2 protests are documented, the League Manager will have private conversations with enough league managers to determine if 6 Managers want Veto to happen.
If 6 MGRs veto, the 3 League Mangers will converse and make a decision.
*Conversations and votes will remain private and confidential due to MGR requests of not wanting their opinion to be made public
Trading Draft Picks:
Trading minor league draft picks is allowed all year for the following year's draft. From the end of the 2016 MiLB Draft until the end of the 2016 MLB season, teams must have at least 4 picks owned at all times. From the day after the finish of the 2016 MLB regular season through the completion of the 2017 MiLB Draft, teams may have less than 4 picks owned.
Retiring Players:
There is no Salary Cap Penalty if a MLB player retires and an owner drops the retired player from their roster.
New Owner Concessions:
As with any long-term league, there will be teams that become abandoned. In an effort to add new owners willing to take over teams that may have been mismanaged or neglected, the league may grant new owners one of the following concessions to jump-start his new team:
1. Rework one contract on the team at the time of arrival in terms of salary amount. For instance, if the previous owner overbid on a player the new owner may rework the salary to lower to a reasonable salary. The new MGR can propose a new Salary to the League Commish. The contract will be lowered to a 1/2/3 year contract.
**Note: The new owner concession is for a player whose salary is too high for his performance. It is not for an owner to reduce the cost of a player of their choosing.
OR
2. Drop one player without a cap penalty.
*Must be announced within 7 days of joining the league
To ensure a new MGR is a fit for the league, a new MGR is not allowed to make trades for 72 hours after joining. The new MGR must have heavy Chatroll participation in that 72 hour window to show commitment to the league and to give the other 13 MGR’s ample time to discuss trades.
Post Season Awards:
Post Season Awards will be awarded with the following cash cap bonuses the following year.
• League World Series Champion 1 million
• League World Series Runner up .5 million
• Playoff Berths .250 million
Penalties:
1. Teams not fielding a full starting team – enough players to start all Offensive positions or start 7 SP in a week or 4 RP
2. Teams stashing Eligible players on DL
• Will be given a verbal warning from Commish
• 3 Days after Verbal Warning, a second warning with notice that they have 7 days to correct their team
• If not corrected after 7 days (To Commish discretion), violating team will forfeit their 3.x pick.
• In the event team does not own a 3.x, Forfeit will be in this order – 2.x, 1.x, 4.x, 5.x, etc
