I would like to suggest that we change the RP MLB eligibility rule to say that a MLB RP is eligible to be added to a MLB roster (through free agency or prospect graduation) after he accumulates 50 IP in the majors REGARDLESS of minor league track record.
***NOTE: This rule applies to all pitchers who graduate starting in the 2022 MLB season. No players will be retroactively graduated***

Some sort of determination can be made when a pitcher hits 50 IP. Regardless of MiLB position, we can decide if they are an SP or RP based on a certain threshold of games started- for example Jordan Romano is at 93 career IP and 0 career starts. So when he reached 50 IP, an owner could see that he has less than, say 25% career games started, and put him up for nomination

I like that idea, Matt. So, for a pitcher who hits 50.0 IP in MLB, if they have 40 MLB games played, and 10 or less of them are games started, they would graduate.
I feel like this is a good way to separate out the Major League RP from the Major League SP, who would logically have more than 1/4th of their appearances be starts.
I also feel like the idea of giving some room for RP to have 1/4th of their appearances be "starts" is good in the current baseball world of Openers. If the Rays or whoever uses a guy as an opener, but they use him 75% of the time as a traditional reliever, he's a RP, not a starter, even though he may have 7 GS out of 50 appearances or whatever.

I love this idea and it addresses one of the weird outcomes our rules have created.
That said, I think we need a really clear rule that doesn't involve much (or any) math and needs to not require us to go through game logs.
I like Moze's proposal as follows: For any pitcher with at least 50.0 innings pitched in his MLB career, if he has started less than 25% of the MLB games in which he has pitched, his graduation threshold has been reached. This determination is made at the end of the season for rostered prospects (consistent with all other rostered prospects) and on a rolling basis for nonrostered players.

We also need to clarify the date this goes into rule. There are some RP right now available to draft that would/will become addable free agents when this rule is implemented.

Agree with Brandon on that. Personally I would lean towards making anyone already at the 50 IP threshold eligible for nomination, as they would have graduated at the conclusion of the 2021 season. Wouldn’t be opposed to instituting the rule after the draft either but we should definitely clarify this pretty soon as people build their draft boards
